AMMAN — The Cabinet, during a session chaired by Prime Minister Jafar Hassan on Wednesday, approved amendments to the bylaws regulating the issuance of residency and citizenship to investors.
The decision, according to a Prime Ministry statement. aims to boost investment across the country.
Under the new rules, investors can obtain citizenship by purchasing new shares in Jordanian companies worth at least JD1.5 million.
The shares must be bought within four months of approval, cannot exceed 10 per cent in one company, and cannot be sold for five years, the statement said.
Investors can also qualify by starting new projects with a capital of JD700,000 in Amman or JD500,000 in other governorates, which will grant them a temporary three-year passport.
Investors can buy shares worth JD1 million in existing projects, provided new fixed assets reach JD500,000 and the investment is held for three years.
For existing projects, the investor’s share of assets must average JD700,000 in Amman or JD350,000 outside over three years, while meeting 90 per cent of local employment targets.
Furthermore, investing JD3 million in pharmaceuticals or food logistics qualifies for citizenship, as does employing 150 Jordanians in Amman or 100 in other governorates.
The Amra City Project requires a JD1.5 million investment to qualify. Citizenship benefits extend to the investor’s wife, dependent daughters, parents, and unmarried sons under 24 years of age, or under 30 years of age if the investment exceeds JD2 million.
For residency, a five-year permit is granted for buying property worth at least JD200,000 from a developer, JD300,000 from non-developers, or JD150,000 outside Amman, which must be held for five years.
A total of 681 investors have gained citizenship since the programme began in 2018.
In other decisions, the Cabinet approved settling 663 pending tax cases to support businesses and improve the investment environment.
It also approved the validating reasons for the amended Al Hussein Award for Voluntary Work for the year 2026 to enhance its governance.
The Cabinet approved the administrative organization system for the Ministry of Awqaf and the newly created Ministry of Education and Human Resources Development, which merges the ministries of education and higher education.
