Committee engages stakeholders to align Social Security Law with economic, social priorities

AMMAN — Lower House of Labour, Development, and Population Committee Chairman MP Andre Hawari said on Tuesday that the committee is reviewing the 2026 draft Social Security Law with a focus on balancing participants’ rights and ensuring the long-term sustainability of the Social Security Corporation (SSC).
 
During a session attended by Minister of Labour and Social Security Board Chairman Khalid Bakkar, Minister of Political and Parliamentary Affairs Abdul Moneim Odat, SSC Director General Jadallah Khalayleh, Hawari stressed that the committee would examine all provisions in depth.
 
He said the review process will involve consultations with experts and stakeholders to ensure that proposed amendments align with economic and social priorities while safeguarding the rights of workers and retirees, according to a Lower House statement.
 
“The committee is committed to protecting participants, applying amendments uniformly, and achieving fairness, while ensuring the financial sustainability of the Social Security Corporation,” Hawari said. He described social security as a cornerstone of Jordan’s social protection system, requiring any legislative changes to be approached with national responsibility, to maintain public confidence and guarantee service continuity for current and future generations.
 
Hawari added that all stakeholder opinions will be considered to develop a balanced legislative framework that preserves the integrity and stability of the social security system.
 
He emphasised that the committee’s plan prioritises careful study and dialogue before decisions are made, ensuring a shared understanding of the draft law’s provisions.
 
“The Labour Committee carries a national responsibility. This draft law is among the most important legislative projects, as it affects every Jordanian household,” Hawari said.
 
Bakkar noted that the draft law builds on prior national dialogue with stakeholders and implements the Social Security Law, citing Article 18, which mandates an actuarial study every three years by an internationally accredited entity.
 
He stressed that the study considers multiple variables, including population trends, economics, and other mathematical and financial factors.
 
Odat highlighted that the government values all feedback and that constructive dialogue strengthens the Social Security Corporation and benefits all Jordanian households.
 
He pointed out that 80 per cent of the draft law focuses on governance and management, applying central bank principles to achieve the highest oversight standards.
 
Khalayleh said that the proposed amendments aim to reinforce the system’s financial sustainability, ensuring its ability to continue providing long-term social protection.
 
He noted that the revisions are based on detailed actuarial and technical studies, bolstering financial resilience while safeguarding participants’ rights.
