343 of 394 Economic Modernisation Vision projects underway in H1 2026 — report

AMMAN — The government launched 343 of the 394 projects included in the second executive programme of the Economic Modernisation Vision (EMV) 2026–2029 during the first half of 2026, while the Ministry of Investment processed 3,801 applications for incentives and facilities, according to the programme’s first-half progress report.
 
The report said that the government also issued 1,879 investor cards and granted investment exemptions to 379 companies during the first six months of the year, as part of efforts to improve the investment environment and enhance Jordan’s appeal to local and international investors, the Jordan News Agency, Petra, reported.
 
The Ministry of Investment also developed the investment map to include 100 investment opportunities across several sectors, particularly infrastructure, logistics, transport and technology.
 
The “Invest in Jordan” platform underwent comprehensive development to serve as a unified national platform for investment promotion, providing investors with information on investment opportunities and related services.
 
The period also saw the issuance of the amended Investment Environment Regulation 2026, which aims to simplify regulatory procedures, improve the efficiency of services provided to investors and enhance the competitiveness of the investment environment.
 
The ministry also activated investor aftercare services, including complaints and grievances, through a framework designed to standardise such services, improve their management and strengthen governance.
 
In the public-private partnership (PPP) sector, investment packages were developed for several bankable projects, including the development of Amman Bridge, water loss reduction and pharmaceutical traceability.
 
A prequalification call was launched for the development of the Jaber border crossing under a PPP model based on design, construction, financing, operation and maintenance. The project aims to rehabilitate the crossing and improve its operational efficiency.
 
Prequalification applications submitted by companies for the South Amman water loss reduction project were also evaluated.
 
In the energy sector, work began on a feasibility study for a 450-megawatt closed-loop pumped-storage hydropower project in Wadi Al Mujib, aimed at enhancing the flexibility and sustainability of the electricity system.
 
In the industrial sector, a tender was referred for an economic and investment feasibility study to establish a green industrial development zone, in line with efforts to promote sustainable industries.
 
The report also highlighted the adoption of a national action plan to improve Jordan’s performance in the Business Ready (B-READY) Index.
 
The Ministry of Investment also signed a memorandum of understanding with Saudi Arabia’s Economic Cities and Special Economic Zones Authority to cooperate in developing economic zones.
 
Other achievements included the signing of a first-phase agreement for a free school transport project in the Southern Badia and the completion of draft instructions for issuing a compliance-based licence, in preparation for completing approval procedures and publishing the instructions in the Official Gazette.
 
A tender was also referred for a technical and legal study on investment funds, in line with internationally recognised practices.
 
The second executive programme includes 394 projects to be implemented over four years. The report said implementation of the projects was progressing according to approved plans and timelines, with regular follow-up to assess progress and ensure adherence to the set schedules.
 
The government also took around 100 decisions during the first half of 2026 in support of the objectives of the EMV.
