OCCUPIED JERUSALEM — The Board of Peace has published its 15-point "roadmap" for implementing the final stages of US President Donald Trump's Gaza ceasefire plan, including provisions for Hamas's disarmament and Israel's gradual withdrawal from the Palestinian territory.

 

Hamas said Friday it had agreed to the deal, while there was no official reaction from Israel.

 

Here is a summary of the key points:

 

- Israel, as well as Hamas and the Palestinian factions, will cease military operations.

 

The roadmap's timetable and mechanisms will be prepared within 14 days after all parties approve the plan, with a possible extension.

 

The National Committee for the Administration of Gaza (NCAG) will enter the Gaza Strip and start to assume its responsibilities.

 

- Progression from one phase to another will be contingent on the verified completion of the previous phases' commitments.

 

That verification will be done by a new International Verification Committee (IVC), which will also observe any violations by either party.

 

- Gaza will be governed according to the principle of "One Authority, One Law, One Weapon". The NCAG shall operate in accordance with Palestinian laws and relevant international standards.

 

- Newly-trained police personnel will be incorporated into existing police structures, with all personnel undergoing comprehensive vetting.

 

Those who do not meet the required standards will be offered alternative civilian roles. All police weapons will be transferred to the responsibility and authority of the NCAG.

 

- There will be a process to decommission and store Hamas's heavy weapons, military production sites, weapons depots and tunnels. It will be administered and implemented by NCAG in a gradual, sequential and time-bound manner.

 

This process will be linked to a phased Israeli withdrawal from the areas under its control in Gaza and the decommissioning of armed militias.

 

No weapons shall be handed to Israel or non-Palestinian parties.

 

At the end of the process, only NCAG shall hold, store or control weapons in Gaza.

 

- A "Social Peace Agreement" will be signed laying out commitments to end internal violence and avoid reprisals, shows of force or armed demonstrations.

 

- The temporary International Stabilization Force (ISF) will be deployed in the Gaza Strip to separate Israeli forces from NCAG-controlled areas.

 

The ISF will monitor compliance by all parties with the ceasefire, train the Palestinian police, secure the protection and delivery of humanitarian assistance and essential supplies, and support the NCAG.

 

The ISF will not perform any policing mission or missions related to Palestinian society.
