Media Commission bans publishing content exploiting children, persons with disabilities

AMMAN — The Media Commission issued a circular to all licensed media outlets prohibiting the publication or broadcast of advertisements, programmes or media content that exploit humanitarian cases through emotional appeals, misuse children or persons with disabilities, or infringe on their dignity and privacy.
 
According to Al Mamlaka TV, the directive was issued at the request of the Ministry of Social Development and in accordance with applicable laws and regulations.
 
In its letter, the ministry said that it had monitored media practices involving fundraising and the presentation of humanitarian cases through unlawful methods, prompting a renewed emphasis on full compliance with the legal and humanitarian standards governing such content.
 
The ministry noted that these practices constitute clear violations of the Social Development Law, infringe upon the rights of persons with disabilities and contravene the Child Rights Law, the Cybercrime Law No. 17 of 2023 and the Penal Code No. 16 of 1960 and its amendments, as they undermine human dignity and privacy and exploit humanitarian cases for media or advertising purposes.
 
It stipulated that prior written approval must be obtained from the ministry before publishing or broadcasting any advertisement, programme or media material related to fundraising, whether in terms of content or format, pursuant to the Fundraising Licensing Regulation No. 24 of 2025 and in line with the Code of Ethics adopted by the Jordan Press Association.
 
The ministry stressed that the directive applies to all media outlets as well as social media users, warning that any violations will result in full legal accountability in accordance with the legislation in force.
