Arab-Islamic Summit issues final statement, condemns Israeli attack on Qatar, calls for accountability

AMMAN — The emergency Arab-Islamic summit, held in Doha in response to last week's Israeli attack on residential areas in Qatar's capital, concluded Monday with a strongly joint statement condemning the aggression and affirming full support for Qatar.
 
Convened at the invitation of Sheikh Tamim Bin Hamad Al Thani, Emir of Qatar, and chaired by him, the summit brought together leaders of the Arab League and the Organisation of Islamic Cooperation (OIC) to address what was described as“blatant violation” of Qatar’s sovereignty.
 
In their final communiqué, the leaders reaffirmed their collective commitment to the sovereignty, independence, and security of all member states, citing the UN Charter, Arab League, and OIC principles. They rejected all threats to regional security and accused Israel of violating international law with impunity.
 
The summit followed the Israeli strike on a residential neighbourhood in Doha, which housed delegations involved in mediation efforts, as well as schools, nurseries, and diplomatic buildings.
 
Leaders condemned the attack as “cowardly and unlawful,” warning that such aggression threatens international mediation and peace-building efforts, particularly in Gaza.
 
The statement welcomed the UN Security Council’s emergency session held on September 11, which condemned the strike and expressed solidarity with Qatar.
 
It also praised Qatar’s restrained and lawful response to the incident.
 
Leaders warned that continued Israeli actions, including settlement expansion, blockades, and military attacks, undermine prospects for peace, violate Palestinian rights, and threaten the stability of the region.“This attack is not only an assault on Qatar but on all Arab and Islamic states,” the statement read.
 
The summit backed all measures Qatar may take to protect its sovereignty and citizens, while reaffirming support for Qatar’s mediation efforts alongside Egypt and the United States.
 
The summit reiterated support for Palestinian statehood on pre-1967 borders with East Jerusalem as its capital, endorsing the UN’s recent “New York Declaration” on implementing the two-state solution.
 
It welcomed the upcoming “Two-State Solution Conference,” co-chaired by Saudi Arabia and France, scheduled for September 22 in New York, calling for broad international recognition of Palestinian statehood.
 
The statement also reiterated support for the historic Hashemite custodianship held by His Majesty King Abdullah over Islamic and Christian holy sites in Jerusalem, as reaffirmed in the agreement signed between His Majesty and Palestinian President Mahmoud Abbas on March 31, 2013.
 
It also stressed that Al Aqsa Mosque / Haram al Sharif, covering 144,000 square meters, is exclusively a place of Muslim worship, and that the Jerusalem Awqaf Department under the Jordanian Ministry of Awqaf holds the sole legal authority to manage, maintain, and regulate access to the site.
 
The summit urged OIC member states that are parties to the Rome Statute to help enforce International Criminal Court (ICC) arrest warrants issued in November 2024 against individuals responsible for crimes in Gaza.
 
It also called for the implementation of provisional measures issued by the International Court of Justice in January 2024, related to the Genocide Convention.
 
The leaders emphasised the importance of collective security, peaceful dispute resolution, and adherence to international law, calling for a just, comprehensive, and lasting peace, “one that cannot be achieved by ignoring Palestinian rights or attacking neutral mediators.”
 
The following is the full translation of the communiqué:
 
We, the leaders of the Arab League member states and the OIC, gathered in Doha, at the invitation of Sheikh Tamim Bin Hamad Al Thani, Emir of Qatar, and under his chairmanship, to address the Israeli aggression against Qatar and to express our unified condemnation and full solidarity with our sister state. We extend our profound gratitude to Sheikh Tamim for his generous hosting and to Qatar for its exemplary organisation.
 
Guided by the principles of the charters of the Arab League and OIC, and recalling the fundamental tenets of the United Nations Charter, particularly Article 2(4), which prohibits the threat or use of force against the territorial integrity or political independence of any state, and recalling all relevant resolutions issued by the OIC and the Arab League over past decades, which reject aggression against member states and affirm Arab-Islamic solidarity in safeguarding the security of Arab and Islamic states, including resolutions related to the Palestinian cause, we reaffirm our steadfast commitment to the sovereignty, independence, and security of all member states of the Arab League and OIC.
 
We underscore our collective duty to respond to this aggression in defence of our shared security, and we categorically reject any threat to the security of our states, condemning any attacks targeting them. We also affirm our unwavering solidarity against all threats to their security and stability.
 
We recall the emergency meeting of the UN Security Council on September 11, which resulted in a consensus condemning the Israeli attack as a violation of international peace and security. We welcome the Council’s press statement condemning the attack, expressing solidarity with Qatar, and supporting the vital role it continues to play in regional mediation efforts alongside Egypt and the US, reaffirming respect for Qatar’s sovereignty and territorial integrity in line with the principles of the UN Charter.
 
We stress that the lack of international accountability and the silence of the international community regarding repeated Israeli violations have emboldened Israel to continue its attacks and flagrantly breach international law and legitimate resolutions, entrenching impunity, weakening the international justice system, and threatening the global rules-based order. This poses a direct threat to both regional and international peace and security, the statement said.
 
We reaffirm our full support for Qatar, its security, stability, sovereignty, and the safety of its citizens. We stand united with Qatar against this aggression, which constitutes a blatant violation of its sovereignty, a flagrant breach of international law, and a serious threat to regional peace and security.
 
The statement further noted:
 
1. The “ruthless” Israeli aggression against Qatar, along with the continuation of its hostile practices, including acts amounting to genocide, ethnic cleansing, starvation and blockade, as well as settlement expansion and political encroachments, undermines prospects for peace and coexistence in the region and threatens all progress achieved toward establishing normal relations with Israel, including both existing and future agreements.
 
2. The "cowardly and unlawful" attack carried out by Israel on September 9, targeted a residential neighbourhood in Doha, which included housing designated to accommodate negotiating delegations involved in Qatar’s extensive mediation efforts, as well as several schools, nurseries, and diplomatic mission premises.
 
3. The statement emphasised absolute solidarity with Qatar in the face of the aggression, which represents an attack on all Arab and Islamic states. It stressed full support for all measures Qatar takes to defend its security, sovereignty, stability, and the safety of its citizens and residents, in accordance with the UN Charter.
 
4. It highlighted that the aggression constitutes a serious escalation, undermining Qatar’s role as a key mediator in efforts to secure a ceasefire in Gaza, facilitate the release of hostages, and advance peace negotiations. “Such attacks on neutral mediation sites not only violate Qatar’s sovereignty but also jeopardise international peacebuilding efforts, for which Israel bears full responsibility,” the statement read.
 
5. The statement commended Qatar’s wise and responsible response to the attack, its adherence to international law, and its determination to safeguard its sovereignty and rights through all legitimate means.
 
6. It also reaffirmed support for ongoing mediation efforts led by Qatar, Egypt, and the US, recognising Qatar’s constructive role and the positive impact of its initiatives on regional security, stability, and peace.
 
7. It also rejected any justification for the attack under any pretext, stressing that it violates international law and the UN Charter, undermines efforts to stop aggression on Gaza, and obstructs serious attempts to achieve a just and comprehensive political solution for the Palestinian people.
 
8. The statement condemned repeated Israeli threats to Qatar or any other Arab or Islamic state, calling them provocations and serious escalations threatening international peace and security, and urged the international community to take strong deterrent measures.
 
9. It welcomed the Arab League’s ministerial-level resolution on “Shared Vision for Security and Cooperation in the Region,” emphasising collective security, shared destiny, unity in facing common threats, adherence to international law, peaceful dispute resolution, the end of Israeli occupation, establishment of a Palestinian state on the pre-1967 borders, and denuclearisation of the Middle East.
 
10. The statement also condemned Israeli policies causing an unprecedented humanitarian crisis in Gaza, including the use of starvation and blockade as weapons of war, declaring these acts as war crimes requiring urgent international action to ensure safe and immediate humanitarian access.
 
11. It warned against any Israeli annexation of occupied Palestinian lands, calling it a blatant violation of Palestinian rights, international law, and UN resolutions, undermining efforts for a just and comprehensive peace.
 
12. It called on all states to take all effective legal measures to prevent Israel from continuing its violations, including holding it accountable, imposing sanctions, suspending military supplies, reviewing diplomatic and economic ties, and pursuing legal actions.
 
13. The statement also called on OIC member states to review whether Israel’s membership in the United Nations aligns with the OIC Charter, given its clear violations of membership conditions and persistent disregard for UN resolutions, and to coordinate efforts toward suspending Israel’s UN membership.
 
14. The statement also emphasised the importance of adhering to international law and relevant UN resolutions as the cornerstone for achieving international peace and security, and rejecting Israeli rhetoric that exploits Islamophobia to justify continued violations, including ongoing acts of genocide, settlement expansion in the West Bank, and efforts to tarnish the image of Arab and Islamic states.
 
15. It welcomed the UN General Assembly’s adoption of the “New York Declaration” on implementing the two-state solution and establishing an independent Palestinian state, recognising it as a clear expression of international support for the legitimate rights of the Palestinian people, foremost among them the right to an independent state along the pre-1967 borders with East Jerusalem as its capital.
 
16. The statement also commended the efforts of Saudi Arabia and France, which contributed to the adoption of this declaration, welcoming the convening of the Two-State Solution Conference, co-chaired by Saudi Arabia and France, scheduled to take place in New York on September 22, 2025, and calling for international coordination to ensure broad recognition of an independent Palestinian state with East Jerusalem as its capital.
 
17. The statement also reiterated support for the historic Hashemite custodianship held by His Majesty King Abdullah over Islamic and Christian holy sites in Jerusalem, as reaffirmed in the agreement signed between His Majesty and Palestinian President Mahmoud Abbas on March 31, 2013. It also stressed that Al Aqsa Mosque / Haram al Sharif, covering 144,000 square meters, is exclusively a place of Muslim worship, and that the Jerusalem Awqaf Department under the Jordanian Ministry of Awqaf holds the sole legal authority to manage, maintain, and regulate access to the site.
 
18. The statement also stressed that a just, comprehensive, and lasting peace in the region cannot be achieved by bypassing the Palestinian issue, ignoring Palestinian rights, or resorting to violence and attacks on mediators. Peace can only be realised through adherence to the Arab Peace Initiative and relevant international legal resolutions
 
19. It mandated OIC member states that are parties to the Rome Statute of the International Criminal Court, in accordance with their obligations under international law, to take all feasible measures within their national legal frameworks to support the enforcement of ICC arrest warrants issued on November 21, 2024, against perpetrators of crimes against the Palestinian people.
 
20. The statement also called on OIC member states to undertake diplomatic, political, and legal efforts to ensure Israel, as the occupying power, complies with provisional measures issued by the International Court of Justice on January 26, 2024, in the case concerning the “Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip.”
