Cabinet approves 3-month duration for National Service Programme

AMMAN — The Cabinet on Sunday approved a three-month duration for the National Service Programme, to take effect from the date each conscript is enlisted.
 
The decision, made during a session chaired by Prime Minister Jafar Hassan, aligns with Article 5 of the National Service and Reserve Service Law, according to a Prime Ministry statement.
 
The government will now move forward with procedures to summon those required to serve from the 2007 birth cohort. Conscripts will be divided into groups and called up in stages through an electronic lottery system, the statement said.
 
The two Houses of Parliament have passed the 2025 amendments to the National and Reserve Service Law.
 
The law was revisited following HRH Crown Prince Hussein’s announcement in August to reactivate the national service programme, during a meeting with young people from Irbid.
 
The Cabinet also approved the virtual asset service providers licensing bylaw, which followed the enactment of the Virtual Currency Transactions Law of 2025.
 
The legislation aims to keep pace with rapid developments in the global financial sector, particularly the rise of digital and virtual assets, and to encourage investment in the digital economy, the statement said.
 
The Cabinet also approved the validating reasons for the draft Administrative Organisation bylaw of the Jordan Cooperative Corporation for 2025, paving the way for its submission to the Legislation and Opinion Bureau.
 
The amendments follow the issuance of the 2025 Cooperatives Law, which establishes the Cooperative Development Fund as a financial and banking arm for the cooperative sector.
 
The fund is intended to attract donor support, regulate aid distribution, and manage lending mechanisms to ensure project sustainability and fair allocation of resources, the statement said.
 
The amendments also detail the establishment of the Cooperative Development Institute, mandated under the new law to strengthen the capacities of cooperatives, their members, and the corporation’s staff. Training will be based on curricula accredited by the International Labour Organization and adapted to Jordan’s context.
 
The Cabinet approved waiving fines for students sponsored by public universities. Under the decision, students who repay the full cost of their scholarship in a single payment will be exempt from all accumulated fines. Those who opt for a 12-month installment plan will have 50 per cent of their fines waived, provided they submit financial guarantees.
