NCSCM issues vaccination, PCR conditions for workplace, educational institutions

Saturday, the National Center for Security and Crisis Management (NCSCM) issued a notice about the implementation of Defense Order No. 32, which begins Aug 5, stressing the need to expedite coronavirus vaccination rollouts.
 
 
The text is as follows:
 
First: 1) - Every employee in the public sector who did not receive the first dose of the COVID-19 vaccine or missed the appointment for the second dose must bring a negative PCR test that is valid for 72 hours on Sunday and Thursday mornings of each week and hand it over to his or her direct manager.
 
2) - A public sector employee who violates the aforementioned paragraph is not allowed to enter the work space, and the days in which he or she is not allowed to work shall be deducted from his or her annual leave balance, and if they exhaust the annual leave balance, those days shall be deducted from the salary and allowances.
 
Second: - It is prohibited to issue any work permit or renew annual residence to any person who has not received the first dose of the COVID-19 vaccine or missed the date of the second dose.
 
Third: 1) - Every driver of a public transport vehicle who did not receive the first dose of the COVID-19 vaccine or missed the appointment for the second dose must periodically conduct a PCR test, provided that he or she has, while working on the vehicle, a negative PCR certificate, the result of which has not passed 72 hours since it was taken.
 
2) - Anyone who violates the provisions of the aforementioned paragraphs shall be punished with a fine of no less than JD 100 and not more than JD 500, and in the event of repeated offense, the individual shall be punished with the maximum fine.
 
Fourth: 1) - Every faculty or administrative staff member or student in any of the higher education institutions who did not receive the first dose of the COVID-19 vaccine or missed the appointment for the second dose must bring a negative PCR test that is valid for 72 hours every Sunday and Thursday morning of each week (must be handed over to the direct superior of a faculty or administrative staff member for staff members, and to the dean of the college or a representative for the students).
 
2) - A faculty or administrative staff member who violates the provisions of the previous paragraph will be prohibited from joining work, and the days in which he or she is not allowed to work shall be deducted from the balance of the annual leaves, and in the event that they exhaust the balance of the annual leaves, those days shall be deducted from the salary and allowances. A student who violates the provisions of the same paragraph cannot enter the university campus, and the absence from lectures is considered an absence without an excuse.
 
Fifth: 1) - A member of the teaching and administrative staff in educational institutions who did not receive the first dose of the COVID-19 vaccine or missed the appointment for the second dose must bring a negative PCR test that is valid for 72 hours on Sunday and Thursday mornings of each week and hand it over to their immediate superior.
 
2) - A member of the teaching or administrative staff who violates the provisions of the previous paragraph is not allowed to join work, and the days in which they are not allowed to work shall be deducted from the balance of the annual leaves, and if they exhaust the balance of the annual leaves, those days shall be deducted from the salary and allowances.
 
Sixth: 1) - Educational institutions and higher education institutions that violate the provisions of this defense order shall be punished with a fine of no less than JD 1,000 and not more than JD 3,000.
 
Seventh: 1) - Workers in private sector facilities who did not receive the first dose of the COVID-19 vaccine or missed the appointment for the second dose should bring a negative (PCR) test that is valid for (72) hours in the mornings of Sunday and Thursday of each week.
 
2) - A facility worker who violates the provisions of the aforementioned paragraph is not allowed to join work, and the days in which they are not allowed to work shall be deducted from the balance of annual leaves, and if they exhaust the balance of annual leaves, those days shall be deducted from the wages.
 
3) - The facility that violates the provisions of this clause will be closed for a week if the violation is for the first time, and for two weeks if the violation is repeated.
 
Eighth: - All persons who are obligated to conduct a PCR test under this defense order, can take them at a Health Ministry center free of charge.
 
Tenth: 1- The provisions of clauses (first), (second), (third) and (ninth) of this defense order shall be effective as of Aug. 5, 2021.
 
2- The provisions of clauses (Fourth) to (Sixth) of this defense order shall take effect from Aug. 15, 2021.
 
3- The provisions of clause (Seventh) of this Defense Order shall take effect from Sep. 1, 2021.
 
Eleventh: The Prime Minister may extend the provisions of this defense order or amend any of its provisions in light of the epidemiological situation by virtue of notifications he issues for this purpose.
 
Notably, starting Sunday anyone who missed their scheduled doses can report to vaccination centers without re-registration.
