Jordan, EU launch twinning project to advance digital transformation

AMMAN — The Ministry of Digital Economy and Entrepreneurship, on Sunday, in cooperation with the EU, launched the Jordan–EU Twinning Project titled “Supporting Digital Transformation in Jordan through Personal Data Protection and Artificial Intelligence".
 
The initiative aims to advance the Kingdom’s digital readiness and strengthen regulatory frameworks in line with international standards. It also seeks to enhance the readiness of government institutions and advance Jordan’s digital transformation in line with international best practices.
 
It also focuses on developing a solid legislative and regulatory framework for personal data protection, enhancing compliance, and building institutional capacity in artificial intelligence (AI), according to a ministry statement.
 
The project would leverage European expertise to develop guidelines and procedures, as well as support practical, sector-focused initiatives aimed at driving tangible digital progress in the Kingdom.
 
It would also engage experts from Greece, Germany and Spain over its two-year duration to modernise institutional structures, strengthen monitoring and evaluation processes and increase public and government awareness of the latest developments in data protection and advanced technologies.
 
During the event, Digital Economy and Entrepreneurship Minister Sami Smeirat highlighted the role of the Kingdom’s partnership with the EU in supporting national digital transformation programmes, noting that Jordan has made significant strides in recent years in modernising the legislative and regulatory framework underpinning digital transformation, most notably through the adoption of the Personal Data Protection Law in 2023 and the launch of the National Artificial Intelligence Strategy 2023–2027, both of which form a key foundation for developing a secure and efficient digital environment.
 
He also commended the ongoing cooperation between the ministry and the EU, which has included the development of the National AI Strategy and the implementation of several AI workshops.
 
“These efforts have strengthened the capabilities of national staff and enhanced their readiness to keep pace with rapid developments in the field of Artificial Intelligence,” he said.
 
For his part, EU Ambassador to Jordan Pierre-Christophe Chatzisavas reiterated the EU’s commitment to supporting the Kingdom’s efforts to strengthen data protection systems, advance AI governance, and boost the readiness of government institutions.
 
The launch ceremony included presentations outlining the project’s components and objectives, delivered by the EU Twinning team, alongside representatives from the ministry’s Personal Data Protection and Artificial Intelligence directorates.
